  • ​THAT the Agenda as prepared for the Council meeting of Monday, April 27, 2026, be adopted.

  • ​THAT the minutes of the Council meetings of April 13 and April 21, 2026, be approved.

    1. THAT Council of the Town of Tillsonburg advise County Council that the Town supports the application to amend the Official Plan (File No. OP 26-01-7), submitted by 2780480 Ontario Inc. for lands legally described as Lots 417, 418 and 419, Plan 500, in the Town of Tillsonburg to facilitate the establishment of a self-storage business on the subject lands;
    2. THAT Council of the Town of Tillsonburg approve in principle the zone change application (File No. ZN 7-26-01) submitted by 2780480 Ontario Inc. for lands legally described as Lots 417, 418 and 419, Plan 500, in the Town of Tillsonburg, to rezone the lands to ‘Special Service Commercial (SC-sp)’ to permit the self-storage business with site-specific provisions.   
    1. THAT Council of the Town of Tillsonburg advise County Council that the Town supports the application to amend the Official Plan (File No. OP 25-20-7), submitted by the 2455892 Ontario Inc., for lands legally described as Part of Lot 5, RCP 1646, Part of Lot 52, Plan 41M-88, and Part of Lot 6, Concession 12 (Dereham), in the Town of Tillsonburg to redesignate the lands to Medium Density Residential to facilitate the development of a 3.5 storey, 24 unit stacked townhouse building on the subject lands; and
    2. THAT Council of the Town of Tillsonburg approve in principle the zone change application (File No. ZN 7-25-16) submitted by the 2455892 Ontario Inc., for lands legally described as Part of Lot 5, RCP 1646, Part of Lot 52, Plan 41M-88, and Part of Lot 6, Concession 12 (Dereham), in the Town of Tillsonburg, to rezone the lands to ‘Special Medium Density Residential Zone (RM-sp)’ to facilitate a 3.5 storey 24 unit stacked townhouse building with site-specific provisions.      
  • THAT Council receives the delegation from Oxford Tourism regarding the 2025/2026 update from Meredith Maywood, as information.

  • THAT Council receives the delegation from Brad Feyen regarding the Crosspoint Community Church - Community Park, as information.

  • THAT Council receives the delegation from Dan Rasokas, Chair, THI Board of Directors, regarding the THI and ERTH merger, as information.

  • THAT Council receives the following items as information:

    • 11.1 Oxford County Local Climate Hazard Assessment
    • 11.2 Tillsonburg OPP Detachment Board Report - March 2026
    • 11.3 Notice of Study Commencement - Class Environmental Assessment Study for Intersection Improvements at Highway 3 and Clearview Drive/Innovation Way and John Pound Road
    • 11.4 Oxford County New Official Plan Project Framework and Work Plan
    • 11.5 Oxford County Bill 98 - Building Homes and Improving Transportation Infrastructure Act
    • 11.6 Letter from Minister of Municipal Affairs and Housing regarding Stormwater Fees and Charges
    1. THAT report CAO 26-011 titled “Election Signs By-Law Update” be received as information; and
    2. THAT By-law Number 3786 being a bylaw to regulate election signs in the Town of Tillsonburg be repealed; and
    3. THAT By-law 2026-031 being a By-Law to approve an Election Signs By-Law, be referred to the By-law section of the agenda.
  • THAT report CAO 26-012 titled “2026 Municipal Election Accessibility Plan – Town of Tillsonburg” be received as information.

    1. THAT report EDM 26-006 Industrial Land Lease for Agricultural Purposes be received; and,
    2. THAT Council approve a one year extension in the lease with VanQuaethem Farms Ltd for various parcels of industrial land to enable flexibility with respect to the development of Phase 2 of the Van Norman Innovation Park including the ability to adjust the lands being farmed, either before or after planting, and at the same rate as in 2025; namely, $370 per acre; and,
    3. THAT a bylaw be brought forward to authorize the Mayor and Clerk to enter into a lease revival and amending agreement with VanQuaethem Farms Ltd for the lands described as:

      1. Redling East Lands

        (Part of Lots 3, 4, and 5, Concession 5 NTR Middleton, and more particularly described as Part 2, Plan 37R-283 and Parts 10 and 11, Plan 41R-10104, comprising approximately 66 acres of farmable land);

      2. Redling West Lands

        (Part of Lots 2 and 3, Concession 5 NTR Middleton, and more particularly described as part of Part 1, Plan 37R352, comprising approximately 48 acres of farmable land, and expressly excluding the southernmost 18 acres of farmable land and all lands south of Otter Creek);

      3. Vienna Road Lands

        (Lands located on the east side of Highway 19 South (Vienna Road), legally described as part of Lots 8 and 9, Concession 4, NTR, and more particularly described as Lots 1613 and 1638A, Plan 500, comprising of approximately 17 acres of farmable lands

        1. With access through Unnamed Road adjacent to Lots 1612, 1613 and 1614; and,
      4. Mall Road Lands

        (Part of Lot 12-13, Concession 4, NTR Middleton as in NR442642 N of NR368925, Norfolk County, comprising approximately 34 acres of farmable lands).

    1. THAT report EDM 26-008 titled “Offer to Purchase – Portion of Hale Street between Bidwell Street and Raccoon Alley” be received; and,

    2. THAT a by-law be brought forward authorizing the Mayor and Clerk to enter into an Agreement of Purchase and Sale with Sonbeam Christian Day Care (Tillsonburg) Inc and to execute any documents required to effect the sale and transfer of portions of the property along with any required easements; and,

    3. THAT the Purchaser be responsible for the Town’s valuation, survey, legal costs payable in addition to the purchase price.
    1. THAT report titled EDM 26-009 Surplus Land Declaration – Airport Prouse Road Lands be received; and,

    2. THAT approximately 50 acres of land, described as part of Lot 6, Concession 7, Township of Dereham, Municipality of South-West Oxford, be declared surplus to the needs of the Town of Tillsonburg in accordance with Bylaw 2021-031 (land disposition) including notification to the public; and,

    3. That the Development Commissioner be authorized to negotiate an Agreement of Purchase and Sale for these lands and bring back to Council for approval.
    1. THAT report EDM 26-010 titled “Offer to Purchase – Parts 2 – 8, Plan 41R-10784, VIP Phase 1” be received; and,

    2. THAT a by-law be brought forward authorizing the Mayor and Clerk to enter into an Agreement of Purchase and Sale with Schep’s NL Inc and to execute any documents required to effect the sale and transfer of portions of the property along with any required easements; and,

    3. THAT the proceeds from this sale be directed to Capital Project #817, Progress Dr. Extension, per the 2024 approved budget, as amended.
    1. THAT Council receives report titled “EDM 26-012 Community Improvement Plan – 1 Innovation Way”; and,

    2. THAT multiple phases of the 1 Innovation Way property be approved for the High Level of the Tax Increment Grant Back Program, which offers the following growth-related rebates:

      Years 1 to 6 - 50% rebate of the incremental tax increase

      Year 7 - 40% rebate

      Year 8 - 30% rebate

      Year 9 - 20% rebate

      Year 10 - 10% rebate

    With full property taxes being payable in year 11.

    1. THAT report EDM 26-013 titled “Land Acquisition – Part of Lot 119, Plan 500 (42 Sanders Street” be received; and,

    2. That The Corporation of the Town of Tillsonburg acquire the property municipally known as Part of Lot 119, Plan 500, more particularly described as Part 1, Plan 41R-4452 (42 Sanders Street), Tillsonburg, from Robert Fish, in his capacity as Estate Trustee for the Estate of Ila Diane Fish; and,

    3. That The Corporation of the Town of Tillsonburg hereby accepts and assumes the obligations of the Buyer arising from and relating to the Agreement of Purchase and Sale dated April 7, 2026; and,

    4. THAT a by-law be brought forward authorizing the Mayor and Clerk to perform all acts and to take such steps and execute such documents under the seal of The Corporation of the Town of Tillsonburg as may be necessary to effect such acquisition; and,

    5. THAT the acquisition of the 42 Sanders Street property be funded from the Development Charges Reserve and Tax Rate Stabilization Reserve.

  • THAT the following by-laws be read for a first, second, third and final reading and that the Mayor and Clerk be and are hereby authorized to sign the same, and place the corporate seal thereunto:

    • By-Law 2026-028, a by-law to authorize the execution of a Lease Revival and Amending Agreement between the Town and VanQuaethem Farms
    • By-Law 2026-031, a by-law to regulate election signs in the Town of Tillsonburg
    • By-Law 2026-032, a by-law to authorize an agreement of purchase and sale with Scheps NL Inc.
    • By-Law 2026-034, a by-law to authorize an agreement of purchase and ale with Sonbeam Christian Day Care
    • By-Law 2026-035, a by-law to authorize the execution of a Share Purchase Agreement with ERTH Corporation
  • THAT By-Law 2026-036, to Confirm the Proceedings of the Council Meeting held on Monday, April 27, 2026, be read for a first, second, third and final reading and that the Mayor and the Clerk be and are hereby authorized to sign the same and place the corporate seal thereunto.
